US Senator files bill for 'Mission to MARS Act,' giving the Johnson Space Center a makeover

Texas Senator John Cornyn announced the upgrade of NASA's Johnson Space Center to better accommodate future moon and Mars missions.

U.S. Senator John Cornyn announced the Mission to Modernize Astronautic Resources for Space (MARS) Act on May 13, 2025. This initiative will upgrade and improve the infrastructure and equipment of the Johnson Space Center (JSC), according to a statement by John Cornyn. This is in preparation for NASA’s human missions to the moon and Mars. Moreover, this legislation reflects Governor Greg Abbott’s Texas Space Commission’s efforts to push Texas as a leader in space exploration, while also aligning promptly with the Trump administration's space rhetoric.

During the Joint Address to Congress, President Trump called to “conquer the vast frontiers of science” and “lead humanity into space and plant the American flag on the planet Mars and even far beyond.” As NASA prepared for these missions, the Neutral Buoyancy Lab will be prepared for commercial space station training, lunar-suited operations, and alliances with the Department of Defense. The Astromaterials Curation and Research facility will be repaired and upgraded to receive samples from the moon and Mars, along with modernizing the Mission Control Center.



 

It will be for crewed missions beyond low-Earth orbit, and will be improving the Ellington Field astronaut flight training facilities. The astronaut training aircraft will be renovated, and a new space food systems laboratory will be built. “I am proud to lead this legislation to not only send humans back to the moon, but to the next frontier of Mars, where technological advancements and untold scientific discoveries await,” Cornyn added in the statement. They also mentioned the space race with China, as they hope to stay one step ahead with the upcoming missions.

The legislation proposed a funding of $1 billion, and it followed a National Academies report that pointed out flaws in NASA’s infrastructure. A portion of the funds will also be allotted for essential maintenance, including electrical upgrades, HVAC renewals, asbestos mitigation, and roof repairs, per Space.com. The MARS Act was shared with the state committee to be verified, and it would address the required modifications. The modernization of facilities at NASA’s Johnson Space Center will be a step to reinforce U.S. leadership in space exploration.

NASA is preparing for its ultimate goal of human spaceflight to the moon and Mars. This legislation was a shift from the massive budget cuts initially announced for NASA, removing several planned missions from the board. However, these renovations were an addition to the enthusiastically pursued Artemis missions and human exploration of Mars. With a drop in funds, the return of Mars samples was also abandoned by the space agency. However, the samples will instead be returned home by astronauts slated to head out to explore Mars.



 

This is the latest attempt from Senator Cornyn on a space-based event, as he had sponsored a bill to send the space shuttle Discovery to Houston, according to Axios Houston. He also raised his voice for another bill to ensure more coordination on spacecraft orbiting Earth. The mention of China was a crucial detail as Cornyn introduced the FIGHT China Act and another bill to study the security threat posed by the Chinese Communist Party. The statement urged taking steps to strengthen U.S national security and “ensure American ingenuity is not weaponized against us.”
